The title (and subtitle, are both) very thought-provocative. I’d say that every employer can support but not control their employees’ personal life and interests.
But, that is a longer harder path to (help) develop your people, that most managers prefer to change for the easier choice - control and manipulation.
And with most, in the end, it’s the competition’s fault to steal their employees (often with offering better working conditions and/or payment. This is also a great example of control instead of support.
